The Department of Agriculture, Food and the Marine (DAFM) has detailed payments made to farmers under various schemes in 2025.

DAFM has published its Annual Report for 2025, outlining the work it carried out across various programmes.

In 2025, Ireland’s €10.1 billion Common Agricultural Policy Strategic Plan (CSP) 2023-2027 had its third year of implementation.

"The plan aims to support the economic, environmental and social sustainability of rural communities and family farmers, through acombination of direct income support and payments for environmental, climate and social actions," the department said.

DAFM outlined that the third financial year 2025, which ran from October 16, 2024 to October 15, 2025, delivered approximately €1.82 billion in supports to Irish farmers and rural communities, through 24 interventions.

The department said it monitored all area-based schemes using Area Monitoring System (AMS) in 2025.

It notified 5,589 herdowners of an AMS notification in 2025. 85% of applicants, or their advisor, responded to AMS notifications.

Farm schemes

"Key economic support was provided through the Basic Income Support for Sustainability (BISS) to over 120,000 farmers through area-based payments linked to entitlements," DAFM said.

"These payments are an essential income support and risk management tool for farmers with many farmers reliant on this payment for 100% of their income.

"Redistribution of direct support from larger farms to medium and smaller sized farms was affected through the Complementary Redistributive Income Support for Sustainability (CRISS) which frontloads payments on the first 30 hectares of a holding."

BISS

In 2025, over €844 million was paid to farmers under the 2025 BISS, CRISS, Complementary Income Support for Young Farmers (CISYF), Protein Aid and Straw Incorporation Measure (SIM).

"EU regulations provide that payments shall be made once a year within the period December 1 to June 30 of the following year," DAFM said.

"However, EU regulations also allowed for 70% advancepayments from October 16, 2025.

"Balancing payments commenced on December 1, 2025, continued for the remainder of December and into 2026, cumulatively bringing the number of farmers paid to 119,225, through funding of over €844 million."

As of January 2026, €295 million (99%) of the overall budget was paid to farmers that applied for the Eco-Scheme.

As of April 2026, a total of €306.69 million had been paid to 118,691 applicants in respect of the 2025 scheme year.

Generational renewal

DAFM said generational renewal was supported through farm schemes such as the CISYF intervention, with circa 7,130 applications received from young farmers and €39 million paid.

The department said this is more than the minimum 3% allocation of €1.195 billion annual direct payments envelope, covering 244,000 hectares, exceeding the target of 190,575 hectares.

The department said this was complemented by the use of the national reserve to issue new entitlements to new entrants, and higher rates of support for investments.

This was in addition to support for the costs of establishment of farm partnerships under the Collaborative Farming Grant and Succession Planning Advice Grant.

A total of 442 beneficiaries received payments, DAFM said.

ACRES

A total of €304.2 million was paid in 2025 in respect of participation in the Agri-Climate Rural Environment Scheme (ACRES).

€1.5 billion has been allocated to the scheme over its duration.

DAFM said in its report that there are 54,000 participants, and over 800 ACRES advisors.

The Green Low-Carbon Agri-Environment Scheme (GLAS) was the predecessor of ACRES and concluded in 2022, with some payments made in 2025 in outstanding cases involving appeals or probate, for example.

DAFM said that GLAS spend for 2025 was over €1.29 million, which brought the total expenditure on the scheme since its commencement to over €1.37 billion.

TAMS

Payments of €86.7 million issued in 2025 under the Targeted Agricultural Modernisation Schemes (TAMS).

€2.7 million in respect of TAMS II and €83.9m in respect of TAMS 3 was paid out.

A range of projects under the Rural Innovation and Development Fund (RIDF) were funded by the department during 2025.

Funding of €2 million euro was provided to support areas such as social farming, agri-food tourism and food waste reduction.
