The SIS is being regarded as an opportunity for Irish hill sheep farms to achieve genetic gains which have been underdeveloped in the sector.
"There is untapped potential on hill farms that we need to exploit going forward into the future," according to Gerry Boyle of Teagasc.
"New environmental schemes need to be implemented to reward farmers that will keep their sheep on the hills," according to Michael Gottstein.
Denis Halpin and his wife Ann are sheep farmers in Hollywood, Co. Wicklow, where they operate a flock of sheep in the heart of the mountains.
Farm incomes will be the key focus at the 2019 Irish Farmers' Association (IFA) National Hill Sheep Forum, which takes place next week.
