The fund of €100 million aimed at Irish beef farmers "will be rolled out as soon as possible", according to Minister Andrew Doyle.
Prices for young cattle and finished cattle have been predicted to both decline by approximately 4% in 2019.
A TD has said that no beef farmer is making any money, and that "it's only who's losing the least" that's in question.
"The fodder crisis cannot be used to drop the price paid to farmers for cattle," according to the Fianna Fail spokesperson on agriculture.
Beef cattle prices continue to remain under pressure as the majority of processors are now offering 380c/kg for steers and 390c/kg for heifers.
