Pardraic Stapleton has said that the number of truck drivers is "biggest overall challenge" facing the Forest Windblow Taskforce.
A completed assessment based on satellite imagery of wind-damaged forest areas has confirmed that 26,050ha of forestry has been impacted.
The Forest Windblow Taskforce will develop a "detailed action plan" on the next steps to deal with forestry downed by Storm Éowyn in January.
Forest owners who have been affected by storms and who are without felling or road licences have been urged to progress their applications.
The IFA's farm forestry chairperson, Padraig Stapleton has said salvaging windblow timber in the aftermath of the storm must be a "priority".
Minister of State Michael Healy-Rae said a satellite assessment of the damage caused to forestry by recent storms will be completed shortly.
