The tyre compliance scheme, managed by Circol ELT, is a producer responsibility programme designed to ensure the environmentally responsible management of waste tyres in Ireland.
Operating under the approval of the Department of Environment, Climate and Communications (DECC), the scheme is integral to Ireland’s broader circular economy efforts and climate action goals.
Circol ELT works closely with nearly 3,000 member outlets nationwide, ensuring that end-of-life tyres (ELTs) are properly collected, recycled, and repurposed in sustainable ways.
Tyres are a challenging waste stream due to their durability and the potential environmental hazards they pose if not properly managed.
The compliance scheme helps ensure that waste tyres do not end up in landfills or illegal dumps, where they would contribute to environmental pollution.
Scheme
In 2023 alone, Circol ELT sustainably managed over 4.7 million tyres.
The scheme follows a producer responsibility model, which means that every link in the tyre distribution chain, from producers to retailers, plays a role in the environmental management cost (EMC) associated with tyres.
Each business pays an EMC, which is passed along the supply chain until it reaches the consumer.
This financial mechanism supports the recycling and repurposing processes that turn waste tyres into new materials, such as rubber for playground surfaces, equestrian tracks, and pavement construction materials.
One of the key achievements of the scheme, is its contribution to the circular economy.
By recycling tyres into new products, Circol ELT reduces the need for virgin materials, helping to conserve natural resources and cut down on emissions associated with the production of new materials.
The scheme’s efforts align with Ireland’s national climate action plan, as the proper recycling of tyres avoids significant greenhouse gas emissions, aiding the country’s carbon reduction targets.
The tyre compliance scheme not only safeguards the environment, but also supports Ireland’s transition to a more sustainable, low-carbon economy.
By promoting innovative uses for recycled rubber, it strengthens Ireland’s environmental stewardship and advances its climate goals.
